The University System of Georgia LMS Task Force made its final
recommendation on April 30, 2011, replace Blackboard with Desire2Learn.
The report cites making a "fiscally responsible" decision among the reasons for their strong recommendation.
Additional
points made in the report include technology features such as running
the application in a central location while allowing for individual
campus modifications. The task force was made up of a large group
including student representation.
Interesting to me is that USG considered open source solutions as well as vendor-proprietary solutions..
